An off-duty Florida cop who was found half-naked and passed out at an intersection insisted that he wasn't affected by booze, but by a concussion he got while playing baseball -- 13 years ago! Fernando Villa was found "unresponsive" in his car, with his foot on the brake and the car in gear. Even though Villa reeked of booze, he was not booked, but was driven to his home to sleep it off.
